What does Sun Jian's Skill do exactly? I've read somewhere that he's better than Sun Ce, but I can't see why.

Exterminate makes normal attacks critical. That means they deal more damage and you get TP.

I wouldn't really rate him better than Sun Ce. Exterminate can be a useful supporting skill, like in case a tactic fails. Or combined with Chain Attack and Raid.
However, as a stand-alone, Sun Ce is better. Simply because Tactics are much stronger than normal attacks and critical tactics even stronger (and some have guaranteed effects, such as Rush Confusion or Incinerate Fire, as well).

If you read it somewhere (re: on some obscure Web site) then it's probably not true.

The best use of Exterminate I can see is playing a conservative defense on the water. Since naval battles generally demand so much Will that can't be easily restored, some normally land-based/non-tactic skills can be very useful on on the water in such battles.
