Um... Liu Bei wasn't just pretending, he was a  good general, and he didn't have any brother's with him. And certainly no sworn ones. Guan Yu and Zhang Fei were close friends, and allies, but most certainly not brothers.

Cao Cao is better, but I would put Liu Bei in the top five, he has a very good shot at being number 2.
