They seem to have assumed that, since Liu Bei's evil plots have been discovered, that Liu Bei is now going home.

Liu Bei was a cautious man and seems to have felt he needed to gain public support first, a surprise attack and killing off Liu Zhang might turn the people against him.

really though Shu Fan, it was Sun Ce that returned it and also it was only given to Yuan Shu for troops. Just enough for a invasion of Jain Ye, also Sun Ce was prepared to take it back when he had enough power. Though stated by Shu Fan he was a political dunce.

Sun Ce never had the seal. When Sun Jian found it, he gave it to Yuan Shu.

Sun Ce never had the seal. When Sun Jian found it, he gave it to Yuan Shu.
If Sun Jian found there.  There is a theory that Yuan Shu simply made one before declaring himself emperor and claimed that Jian had found it while he was still alive.

Book, I believe.  The zztj, however, states:

nation. Now the rebels and bandits are almost destroyed, and yet each can
act like this. Whom can I work with?" He led his men against Zhou Ang and
put him to flight.
   Interesting to note that this scenario also seems to have set off the Shao-Zan feud, as Yuan Shu had sent Gongsun Yue to aid in the attack against Zhou Ang.  Yue was killed, and Zan blamed Shao for it.

History but Yuan Shu possibly had good reason to do so and it was settled without problem
